Need Felt of Nepal National Indigenous Commission
A two day national seminar on \"Transition in Nepal and Role of National Institution on Indigenous Peoples\" held on 2-3 May 2007 in Kathmandu. The seminar concluded that an empowered National Institution for Indigenous Nationalities of Nepal is essential but that needs a wide consultation with all the stakeholders. The model of law for the national institution was presented by the Director of Asian Centre for Human Rights(ACHR) and Trustee of Asian Indigenous and Tribal Peoples Network (AITPN) on the session of the Role of National Institution on Indigenous Peoples. The session was chaired by Dr. Chaitanya Subba, Member of National Planning Commission and also a former Executive Director of National Committee for Development of Nationalities(NCDN). On the sssion Ms. Sarina Gurung, Information Officer of NFDIN, presented a paper about National Foundation for Development of Indigenous Nationalities (NFDIN) and followed by a paper critically examining the NFDIN was also presented by General Secretary of Kirat Welfare Society, Mr. Chandra Singh Kulung.
Advocate Mr. Ram Bahadur Thapa, LLM expressed his satisfaction on the structure of the model of law from a legal perspective but also recommended to make it more functional. Similarly Advocate Mr. Shankar Subba, Project Co ordinator of Asian Indigenous Peopels Pact (AIPP) pointed out very specific issues from a judiciary and indigenous point of view to incorporate in the model law.
In the programme Honourable Member of Legislative Parliament Mr. Bijaya Subba also highligted the process of ratification of International Labour Organization Convention NO.169 in the context of Nepal. Following to the programme Dr. Sukendu Debbarma, President of AIPP presented a paper on \"Regional Perspectives on National Institutions on Indigenous Peoples\".
In the session called Transition in Nepal and indigenous peoples Mr. Khem Narayan Chaudhary, Member of Federal Council of NEFIN and former Executive Director of NCDN chaired the session in which Dr. Om Gurung, Advisor of Nepal Federation of Indigenous Nationalities (NEFIN) presented a paper on \"Indigenous peoples perspectives on the interim constituion and the issue of federalism\", on \"Present Satus of Indigenous Peoples in Nepal\" by Advocate Mr.Dinesh Ghale and on \"Indigenous Women issues in Nepal\" by the President of Himalayan Indigenous Women Network (HIWN) and former Secretary of NEFIN Ms. Lucky Sherpa and by Honourable Member of Legislatiave Parliament Mr. Santosh Budhamagar on \"Interim Constituion and the Isssue of Federalism : The Perspective of the Communist Party of Nepal-Maoist.
In the programme Member of United Nations Permanent Forum on Indigenous Issues (UNPFII) and former General Secretary of NEFIN also highlighted on \"Permanent Forum and National Institution on Indigenous Peoples\".
The programme was inaugurated by Honourable Vice-Chairperson of Nepal Planning Commission, Dr. Jagdish Chandra Pokharel and put his valuable remrks that it is right time to raise all the issues of exclusion to address properly for a national integration through an inclusive approach of democracy.
There were plenty of indigenous women, youth, students and human rights leaders including the representatives of NEFIN and NFDIN Governing Council for providing necessary input in the Model of Law for a National Institution of Indigenous Peoples of Nepal.
