Introduction
Kirat Welfare Society (KWS) has set its mission to make
aware people about the endangered indigenous Kirati
groups of Nepal who are being excluded in the mainstream
of national development. KWS primarily facilitates in
the process of empowerment of Kirati people prioritizing
the poorest and the most excluded women, men, girls
and boys among them. Our preference is to facilitate
in establishing their full rights working on issues
such as right to self identification, right to self
determination intervening in social work, education,
conflict resolution and peace building. We work at the
grassroots level mobilizing the concerned communities
to address their immediate need of the marginalized
and most excluded people. At the national level we advocate
their rights to influence in national policies and public
practices in favor of them.
Legal Entity
Kirat Welfare Society is a legal entity, not for profit
making, independent non-governmental organization. Initially
it was established in 1993 and registered in the Office
of Kathmandu District Administration on 25 September
1994 with the registration no. 122 and it is also affiliated
with Social Welfare Council with the registration no.
17877/31-05-2005.
Who are Kiraties?
The general meeting of the Society held on 21 May, 2005
has approved of the following 25 communities published
by the Central Bureau of Statistics of His Majesty's
Government of Nepal are said to be Kiraties. These are:
Tilung, Bahing, Umbule (Ubho Chaurase), Jerung, Khaling,
Thulung, Dumi, Koyu, Kulung, Nachhiring, Sangpang, Bantawa,
Dungmali, Chamling, Puma, Athpahare, Belhare, Chhintang,
Mewahang, Lohorung, Yamphu, Yakkha, Sunuwar, Limbu and
Hayu.

· Territory: Eastern Hill Region
· Area: Appx. 10,749 sq km (4,150
sq miles)
· Mother languages: 25 distinct
languages
· Major religions: Animist/Kirat
· Life expectancy: Appx. 55

· Fall below poverty line: Above
40 %
· Average Literacy Rate : 50
% ( below 30 % - 59%)
· The Female literacy Rate:
is even much lower - about 38 percent
Besides, any other indigenous communities who declared
themselves as Kiraties and as also under the International
Convention of 169 of the International Labour Organization,
Declarations of United Nations Organization on the Rights
of Indigenous Peoples and the Treaty of Human Rights
adopted by His Majesty's of Government of Nepal shall
be recognized such communities as Kiraties.
Vision
The ultimate vision of the Society is a dignified and
peaceful society in which Kirat society can also exercise
their right to a self determination.
Mission
The overall mission of the Society is to make people
aware about the distinct self-identity and co-existence
of each individual indigenous group of Kirat community
through the advocacy of Right Based Developmental Approach.
Goal
The main goal of the Society is a proportionate representation
of Kirati Communities in the nation building through
extending partnership in development.
Objective
The major objective of the Society is an all round development
of all the distinct language and cultural Kirati Indigenous
Groups.

Approach
The Society has adopted the approach of inclusive, right
based, good governance, human rights and a complete
democracy for establishing a dignified world.
Programme
The general meeting of the Society held on 21 May, 2005
has approved of the following programmes.
· Regular
Programme - Initiate for situation analysis
of Kirat communities, dialogue within and outsiders
the communities, expanding membership, disseminate the
information about Kirat communities for building up
awareness, exchange visit, building consensus of peoples
to preserve their language, script, culture, biodiversity,
traditional knowledge etc in a form of tangible and
intangible assets of the world. Conduct short term project(s)
as and when need.
·Mid-Term
Programme -
o Establishment of Educational
Trust Fund for scholarship for intelligent students
and fellowship for research and study related to Kirat
communities, publication of the findings of research
and study, establishment of Data Bank about Kirat, delivering
services . Design specific project and identify potential
donors and contributors for funding the projects.
o Encourage and facilitate
to establish of Kirat Indigenous Child, Youth, Students,
Sr. Citizen, Women and Disabled Organizations and build
up pressure to the government for producing significant
number of Kirtologists.
o Facilitate to establish
Vocational Training Institutes to transfer knowledge
and skills for generating employment to eradicate poverty
set under Millennium Development Goal.
· Long-Term
Programme -
o Facilitate to establish
a Kirat University along with significant affiliation
of other educational institutions for being accredited
and authorised for its information and services. Research
and Development in the field of over all education system
will be on going and the output will contribute substantially
in the field of education embracing the cultural rights,
linguistic rights, self-identity rights, right to self-determination
etc. within the over all rights of human rights.
o Facilitate to establish
a Senior Kirat Cultural Habitation - A model of Old
Home setting up of Kirati cultural environment to feel
a natural peace will be established and operated.
o Building up a partnership
with the government as a Consultative Status for making
such policies that direct or indirect influence to the
Kirati communities or people.
o Earned an International
Goodwill in the field of Non-Governmental organization.
Sustainability
Membership fees, trickle up activities, assistance from
social workers and social organizations, delivering
services to conduct focused group programme and facilitating
specific developmental projects along with the voluntary
efforts and contribution of the society are the source
of sustainability.
Membership & Leadership
Any individual completed 18 years old can be a member
of the Society abiding its bylaw and they have a right
to elect promising leaders in the Executive Committee
in every three years organizing a general meeting.
Transparency & Accountability
All the income and expenditures of the Society are recorded
according to the General Accepted Accounting System
with the approval of Executive Committee and the Committee
is accountable to the General Meeting. General Meeting
appoints a licensed Auditor to ensure that the financial
statements are intact as per the prevailing rules and
regulations. A copy of the Auditor's Report will be
submitted to the Chief District Administration Office,
Social Welfare Council, Department of Income Tax and
other required concerned partners if any.
